OK then in the line of how the spells was back in the old days of Birthright, these third edition divine spells are organized into spheres
Divine spellcasters are now defined in terms of which spheres they can access.
Minor access is defined as spells of level 0-4, and Major then being of level 5+

Clerics access spheres depending on their chosen deity.
The same goes for paladins (they have minor access to four spheres of their chosen deity).

Rangers have minor access to four of the following spheres; All, Animal, Elemental (all elements), Healing, Plant, Weather and Sun (in 2nd edition, they had access to the Animal and Plant spheres).

Now some might claim this might limit the poor clerics, but for those who managed to get the levels needed that it becomes an issue, they will have other things that most likly more then outweight it. The love of their god :)
